The peak of deaths related to the 2003 heat wave is particularly evident \u00a9 Vincent Vigui\u00e9.<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading has-red-color has-text-color\"><strong>How will we manage to adapt to such events?<\/strong><\/h2>\n\n\n\n<p>Part of the answer comes from the observation of regions with a warmer climate: the temperatures measured during the 2003 heat wave in Paris are comparable to those usually experienced in the summer in the South of Spain, in Andalusia for example. These temperatures do not cause a health crisis every year, for two main reasons. Firstly, the practices of the inhabitants are different from those we have in France: working hours are adapted to high temperatures and people are more aware of risky behaviors (not going jogging in the middle of the day, for example). Secondly, the infrastructure is not the same as in Paris. Traditional housing has few openings to the south and the patios are a way to create a pocket of coolness serving the whole house. Parisian housing does not have these characteristics at all, because it was designed for a much cooler climate.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-red-color has-text-color\"><strong>Build appropriate infrastructure<\/strong><\/h2>\n\n\n\n<p>The majority of the housing we build today will still be around in several decades, so it is important that we take into account the future climate. This is no trivial issue, as it means designing housing that is suitable for both current and future climates. This is one of the challenges of adaptation to climate change. As the climate evolves gradually, it requires infrastructures with a long life span to be adapted not to a given climate, but to a multitude of climates that will follow one another throughout the life of the infrastructure. These impacts are not necessarily well known today. There are still many uncertainties about the magnitude of future climate change, if only because we cannot know how much greenhouse gas will be emitted in the world in the coming years. This means we need to take large safety margins, making the problem even more complex.<\/p>\n\n\n\n<p>The issue is even more difficult for existing housing. While we have just about every choice for the homes we will build in the future, the margins for action are very narrow on those that were built in the past. Will it be necessary to destroy or disfigure the Haussmann buildings in the center of Paris in order to adapt them to a warmer climate? The question is open and far from being decided. Many researchers are currently working on these issues.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-red-color has-text-color\"><strong>Large-scale solutions<\/strong><\/h2>\n\n\n\n<p>Research conducted at CIRED in collaboration with the CSTB and M\u00e9t\u00e9o-France has studied the extent to which the insulation of apartments, the installation of reflective roofs on buildings, and the intensive planting of vegetation in Paris and the inner suburbs could help cool the air in the streets and in homes during heat waves (see Figure 2). The simulations carried out indicate that it is possible to induce significant cooling by this means, but that it will not be sufficient to ensure the health of the inhabitants during the strong heat waves projected in a few decades. Air conditioning is a perfect example: it is a solution that solves the difficulties we have raised above (with efficient air conditioning, the problem of insulating buildings against heat is no longer a problem), but which, by consuming a lot of energy, can lead to high greenhouse gas emissions and thus aggravate climate change itself. The heat created by air conditioners on the streets also contributes to higher air temperatures.<\/p>\n\n\n\n<p>Avoiding maladaptation, overcoming uncertainties about the future climate, adapting to an ever-changing climate: the adaptation we must make is not a simple one. It requires know-how and adequate techniques.
