The massive decarbonization of production methods and lifestyles has therefore become a strong requirement. In France, the law on energy and climate of November 8, 2019 set a goal of carbon neutrality for the country by 2050. However, the building industry emits more than 30% of the country&#8217;s greenhouse gases:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>19% from the existing residential and tertiary stock, mostly related to heating;<\/li>\n\n\n\n<li>9% related to the energy production consumed in the buildings;<\/li>\n\n\n\n<li>the rest related to the materials used for new construction and renovation<sup data-fn=\"690908a1-81ec-4cf4-9eeb-b8695308063f\" class=\"fn\"><a href=\"#690908a1-81ec-4cf4-9eeb-b8695308063f\" id=\"690908a1-81ec-4cf4-9eeb-b8695308063f-link\">3<\/a><\/sup>.<\/li>\n<\/ul>\n\n\n\n<p>If we look at the history and the projection of the emissions of the stock between 1990 and 2050 (on the graph below), the observation is clear in two figures: emissions of the stock decreased by 4% in 25 years, between 1990 and 2015; they must decrease by 49% in 15 years, between 2015 and 2030! The challenge is dizzying. The real estate industry is not concentrated like the automotive or aviation industries, both of which will be forced to evolve based on centralized decisions that their leaders will have to make. To meet the extremely diverse demand, the real estate industry has itself diversified, with a strong predominance of SMEs, sole proprietorships and household real estate owners, in a highly complex sectoral system.<\/p>\n\n\n\n<p>The transformation of the existing stock is by far the most difficult issue, since the decision-makers are owners with very different statuses, which can be classified into five main categories:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>owners;<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>lessors and occupants of single-family homes;<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>lessors or occupants of condominiums;<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>social housing organizations;<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>private service sector owners;<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>and public service sector owners.<\/li>\n<\/ul>\n\n\n\n<p>Each of these categories is further broken down into numerous subgroups. Faced with such complexity, there is no universal magic formula for renovating the stock.<\/p>\n\n\n\n<p>Although less significant than the existing stock, new construction is not negligible. The majority of its actors are SMEs and tradespeople. The materials, often produced by large groups, frequently come with large carbon footprints. Indeed, although the 2012 thermal regulation generalized low consumption buildings, during the construction process, professionals release between half a ton and nearly a ton of CO<sub>2<\/sub> in the atmosphere per m\u00b2 built! The 2020 environmental regulation aims to reduce these emissions from materials.<\/p>\n\n\n\n<p>Transforming the management and use of the building stock is a key issue. The site manager can decide to stop using fossil fuels, even if regulations do not require it. In this way, they can actively contribute to decarbonizing the housing stock. Moreover, the stock is highly underutilized. Better utilization of the housing stock is a fundamental approach to meeting demand in a low-carbon or carbon-free way.<\/p>\n\n\n\n<p>In fact, the priorities must be reversed: question the needs, optimize the use of the existing stock, restructure the existing stock to adapt it to existing needs, build to meet the remaining needs.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-red-color has-text-color\"><strong><strong>A difficult path to zero carbon<\/strong><\/strong><\/h2>\n\n\n\n<p>Due to the complex nature of the highly fragmented system of actors, the transformation of the production and management modes of the real estate industry and real estate owners can hardly be subject to effective centralized decisions. This transformation must be part of new professional practices<sup data-fn=\"23b2daf8-1dc0-49af-9585-1f7d26a23aff\" class=\"fn\"><a href=\"#23b2daf8-1dc0-49af-9585-1f7d26a23aff\" id=\"23b2daf8-1dc0-49af-9585-1f7d26a23aff-link\">4<\/a><\/sup> and a territorial dynamic, driven by a strong local political will. A far-reaching redefinition of the modes of construction, renovation, management and use of buildings is therefore necessary across the board among those involved.
