Author: Jean-Fran\u00e7ois Semp\u00e9r\u00e9.<\/figcaption><\/figure>\n\n\n\n<p>With regard to transport, Africa is frequently associated with paratransit service and outdated conventional public transport services: vehicles in poor condition, pollution, road insecurity, lack of professionalism, etc. Admittedly, these problems are still present in a large number of cities. However, to see urban transport only in this light is to ignore the progress made in many urban areas, the initiatives underway and public authorities&#8217; growing and almost universal awareness of the issue.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-red-color has-text-color\">The rise of Bus Rapid Transit and project portfolios<\/h2>\n\n\n\n<p>Public transport and multimodal options are at the heart of these new transport solutions, structured around mass transit solutions, feeder services and micro-mobility (including walking<sup data-fn=\"14f465d0-8996-44e7-a10c-84a8931a1510\" class=\"fn\"><a href=\"#14f465d0-8996-44e7-a10c-84a8931a1510\" id=\"14f465d0-8996-44e7-a10c-84a8931a1510-link\">1<\/a><\/sup> and cycling). At the moment, Bus Rapid Transit (BRT) systems are favored by the relevant authorities (ministries of transport, construction, cities or funding agencies) as they are relatively inexpensive compared with rail transport, quick to roll out thanks to the use of part of the existing road infrastructure, and offer a degree of operating flexibility. BRTs are already proving successful and have also been chosen by cities such as Dar es Salaam, Dakar, Kampala, Kigali, Kumasi, Nairobi and Addis Ababa. In other cities, rail solutions have been adopted to ensure rapid mass transit: the metro in Abidjan, the tramway in Addis Ababa and the TER regional train network in Dakar. Depending on each city&#8217;s specific characteristics, other less frequent transport solutions, such as river shuttles or cable transport, are also being considered (Lagos, Kigali, Kampala and Antananarivo, etc.).<\/p>\n\n\n\n<p>At this stage of maturity, these countries have a chance to overhaul their systems of mobility around a structured, digital and sustainable multimodal system and to organize the entire mobility ecosystem<sup data-fn=\"c1dfc0e8-c678-45ae-a23e-f74289172cea\" class=\"fn\"><a href=\"#c1dfc0e8-c678-45ae-a23e-f74289172cea\" id=\"c1dfc0e8-c678-45ae-a23e-f74289172cea-link\">2<\/a><\/sup>.<\/p>\n\n\n\n<p>To achieve this, the continent needs to support the development of players across the entire transport value chain<sup data-fn=\"ef43e7ae-944c-464a-a090-84fdd038c920\" class=\"fn\"><a href=\"#ef43e7ae-944c-464a-a090-84fdd038c920\" id=\"ef43e7ae-944c-464a-a090-84fdd038c920-link\">3<\/a><\/sup> from mass transit to micro-mobility, from equipment and infrastructure manufacturers to operators of different modes of mobility, from equipment maintenance to training in the sector&#8217;s occupations.<br>&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-group has-light-blue-background-color has-background is-layout-constrained wp-block-group-is-layout-constrained\">\n<h2 class=\"wp-block-heading has-dark-grey-color has-text-color\">Innovative breakthroughs for sustainable transport<\/h2>\n\n\n\n<p>The transport sector, responsible for a quarter of global greenhouse gas emissions, is the fastest-growing contributor to global warming, particularly in Africa. Offering an alternative to private vehicles, via BRT for example, is a significant, effective way to help reduce air pollution from urban traffic.<\/p>\n\n\n\n<p>In response to these urban mobility issues, governments are looking to build fleets that have a low environmental impact. C\u00f4te d&#8217;Ivoire was the first country to adopt natural gas-powered buses, Uganda designed Africa&#8217;s first solar-powered bus, Nigeria and Kenya introduced motorcycle taxis and electric minibuses, and the city of Kigali installed smart electric bicycles. Most recently, after the regional express train line commissioned at the end of 2021 that incorporates the most modern systems (including a dual diesel-electric engine), the e-BRT is a new step on the Senegalese authorities&#8217; path towards sustainable transport. In addition to fast travel, safety and inclusion are also priorities. The roads and public spaces along the bus lane are being completely redesigned to optimize safety for pedestrians, cyclists, motorists and public transport users. Buses and stations are fully accessible to people with reduced mobility. Adequate lighting, security cameras, alarm systems and the presence of staff at stations ensure that passengers, especially women, can travel in complete safety.<\/p>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading has-red-color has-text-color\">Investment alone is not enough to meet the challenges of sustainable urban development<\/h2>\n\n\n\n<p>Training initiatives for all players in the international or local value chain, both upstream (Vehicle manufacturers\/assemblers, equipment manufacturers) and downstream (maintenance, driving, operation), will be essential to support this shift. While engineers (and, to a lesser extent, urban planners) play a key role in how these services are designed, other professions &#8211; such as public works contractors, network operators and sustainable development officers (for both individual and non-individual mobility) &#8211; are also in high demand. Public transport is a service activity in which the human factor plays an essential role. It is therefore essential to boost capacity<sup data-fn=\"283bf9d1-75d6-491a-b98e-953e7b4bb4c9\" class=\"fn\"><a href=\"#283bf9d1-75d6-491a-b98e-953e7b4bb4c9\" id=\"283bf9d1-75d6-491a-b98e-953e7b4bb4c9-link\">4<\/a><\/sup> in order to guarantee service quality and professionalize the sector, especially in terms of management staff at operators and authorities: their respective responsibilities influence decision-making. The sheer increase in the number of kilometers traveled, combined with the sharp rise in the number of urban transport passengers, explains in large part the need for additional manpower and recruitment. The urban transport sector is necessarily faced with an expansion, diversification and change in its activities: operating lines with new-generation vehicles, implementing information and ticketing platforms, and introducing preventive maintenance, for example, cannot be achieved without improving qualifications and skills.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-red-color has-text-color\">Players in urban mobility are faced with many questions and challenges<\/h2>\n\n\n\n<p>The need for training can be attributed to a number of factors related to changes in jobs and professions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The social stakes of the environmental transition for players in the sector and, more broadly, an approach that incorporates transport and energy economics ;<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The development of intermodality and its impact on infrastructure as well as on information and ticketing platforms ;<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Social factors relating to changes in societal behavior, the desire to accommodate new segments of the public (people with reduced mobility, etc.), changing communication habits and demand for mobility ; <\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The multiplication and diversification of safety and security challenges<sup data-fn=\"62792234-5140-449f-aad1-259df257fd1b\" class=\"fn\"><a href=\"#62792234-5140-449f-aad1-259df257fd1b\" id=\"62792234-5140-449f-aad1-259df257fd1b-link\">5<\/a><\/sup>. Africa is the region most affected by road accidents, despite having the lowest motorization rate in the world ; <\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The development of smart urban transport, with innovations in sensors, geolocation, &#8220;preventive maintenance&#8221; and open data, among others.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>The question of intermodality raises several issues: the development of multimodal platforms and hubs, the implementation of passenger information systems integrating all means of transport, the creation of a integrated ticketing system, the coordination of transport schedules and the integration of new transport modes and operators. Generally speaking, all information technology (IT) professions are evolving with intermodality. A sector that is becoming digitalized and moving towards Intelligent transport systems allows networks to evolve. Digital technology also makes it possible to switch from corrective maintenance to preventive maintenance, thanks to data collection and analysis. In addition, ticketing, with the expansion of paperless transactions, is also affected by digital technology. Finally, the sector has been marked by the rise of operating assistance systems (OAS), which simplify and optimize network operation.<\/p>\n\n\n\n<p>All of these challenges call for recompositions and an openness to new and adjacent professions<sup data-fn=\"3b4c9741-1781-4231-a8d8-cef1b62f335c\" class=\"fn\"><a href=\"#3b4c9741-1781-4231-a8d8-cef1b62f335c\" id=\"3b4c9741-1781-4231-a8d8-cef1b62f335c-link\">6<\/a><\/sup>. There is therefore a huge need for training, particularly for drivers, network operations (non executive), regulation and control, maintenance, upkeep and repair<sup data-fn=\"da1ff283-3544-4814-92aa-2a003e970993\" class=\"fn\"><a href=\"#da1ff283-3544-4814-92aa-2a003e970993\" id=\"da1ff283-3544-4814-92aa-2a003e970993-link\">7<\/a><\/sup>. Four families of activities adjacent to core business activities have emerged and are also in high demand: quality, health &amp; safety and environment, information systems, passenger business development and institutional business development. This diversification of activities and business lines can also be seen in the subfamilies in which new business lines have emerged as a result of the expansion or reinforcement of new activities: passenger relations, marketing and communication, pre-sales activities, contract management activities, legal, financial, quality and human resources activities. This is obviously true for large companies and operators, but job creation and capacity building should not be overlooked for SMBs (especially indirect effects)<sup data-fn=\"09abdceb-947c-4ee4-84b0-352bda4b7d34\" class=\"fn\"><a href=\"#09abdceb-947c-4ee4-84b0-352bda4b7d34\" id=\"09abdceb-947c-4ee4-84b0-352bda4b7d34-link\">8<\/a><\/sup>.<\/p>\n\n\n\n<p>We therefore need to encourage the development of training courses leading to qualifications, in conjunction with universities and schools, and to create modular training courses to build bridges between professions. We also need to support research projects that can update the field of knowledge and train instructors to meet the new challenges of urban transport.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-red-color has-text-color\">From \u00c9cole nationale des ponts et chauss\u00e9es and the <a href=\"https:\/\/www.lvmt.fr\/en\/\">Laboratoire Ville Mobilit\u00e9 Transport<\/a><\/h2>\n\n\n\n<p>In addition to its engineering training, with its City-Environment-Transport (CET) teaching department, and the development and diversification of its Masters courses,<sup data-fn=\"aa2b9f4e-f215-4004-8423-0e0c0e94dd33\" class=\"fn\"><a href=\"#aa2b9f4e-f215-4004-8423-0e0c0e94dd33\" id=\"aa2b9f4e-f215-4004-8423-0e0c0e94dd33-link\">9<\/a><\/sup> the School has been running two original, partnership-based experiments for several years now:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>with the <a href=\"https:\/\/ingenius.ecoledesponts.fr\/articles\/abidjan-face-au-defi-des-mobilites-urbaines\/\">Master (now Mast\u00e8re Sp\u00e9cialis\u00e9\u00ae) in Transport and Urban Planning in Abidjan<\/a> (MS TAU) ;<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>and coming soon in Dakar via the <a href=\"https:\/\/esp.sn\/evenement\/master-interuniversitaire-en-transport-et-mobilite-numeriquemitmn\/\">Inter-University Master in Transport and Digital Mobility<\/a> (MiTMN).<\/li>\n<\/ul>\n\n\n\n<p>The aim of the first experiment was to create a &#8220;reference curriculum&#8221; to raise the profile of urban transport professions and update knowledge of the new frameworks for thinking about mobility, as well as to support the level of responsibility of project directors\/leaders and their capacity building in &#8220;managing complex urban projects&#8221;.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><a href=\"https:\/\/www.youtube.com\/watch?v=MvO8upBlaVw&amp;t=235s\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"573\" src=\"https:\/\/ingenius.ecoledesponts.fr\/wp-content\/uploads\/2024\/06\/image-1024x573.png\" alt=\"\" class=\"wp-image-6035\" style=\"width:748px;height:419px\" srcset=\"https:\/\/ingenius.ecoledesponts.fr\/wp-content\/uploads\/2024\/06\/image-1024x573.png 1024w, https:\/\/ingenius.ecoledesponts.fr\/wp-content\/uploads\/2024\/06\/image-300x168.png 300w, https:\/\/ingenius.ecoledesponts.fr\/wp-content\/uploads\/2024\/06\/image-768x430.png 768w, https:\/\/ingenius.ecoledesponts.fr\/wp-content\/uploads\/2024\/06\/image.png 1091w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption class=\"wp-element-caption\">Video presentation of the <a href=\"https:\/\/ingenius.ecoledesponts.fr\/articles\/abidjan-face-au-defi-des-mobilites-urbaines\/\">Master (now Mast\u00e8re Sp\u00e9cialis\u00e9\u00ae<\/a> )<a href=\"https:\/\/ingenius.ecoledesponts.fr\/articles\/abidjan-face-au-defi-des-mobilites-urbaines\/\"> in Transport and Urban Planning in Abidjan<\/a> (click on the image to see the video)<\/figcaption><\/figure>\n\n\n\n<p>The second experiment, the participation in the creation and deployment of a new Master&#8217;s degree in Senegal, was born of the shared recognition of the importance of training the next generation of professionals in Senegal and the sub-region in new practices linked to digital transformation, with the development of new mobility services and mobility as a service (MaaS)<sup data-fn=\"20884864-a2ca-457c-b1d3-df0c6037da58\" class=\"fn\"><a href=\"#20884864-a2ca-457c-b1d3-df0c6037da58\" id=\"20884864-a2ca-457c-b1d3-df0c6037da58-link\">10<\/a><\/sup> to meet the emerging needs of companies of all sizes, from start-ups to multinationals and institutional players. The first rationale was the desire to work together to create a research space better suited to the challenges of mobility in West Africa<sup data-fn=\"0a352d14-8bbb-4926-a4f8-3773f89cb20b\" class=\"fn\"><a href=\"#0a352d14-8bbb-4926-a4f8-3773f89cb20b\" id=\"0a352d14-8bbb-4926-a4f8-3773f89cb20b-link\">11<\/a><\/sup>. As well as training managers in the digitalization and transformation of the urban transport sector through the MiTMN Master&#8217;s program (https:\/\/esp.sn\/evenement\/master-interuniversitaire-en-transport-et-mobilite-numeriquemitmn\/), its overall aim is to open up a research track in this same Master&#8217;s program and eventually create a &#8220;Mobility&#8221; chair to energize and structure the ecosystem around teaching teams (the training component) and research laboratories, companies, local authorities and start-ups (innovation and transfer component), in the particularly dynamic Dakar region.<\/p>\n\n\n\n<p><\/p>\n\n\n<ol class=\"wp-block-footnotes\"><li id=\"14f465d0-8996-44e7-a10c-84a8931a1510\">Given that almost half of all journeys in the city are made on foot, it goes without saying that there is a need for safe, pedestrian-friendly infrastructures. <a href=\"#14f465d0-8996-44e7-a10c-84a8931a1510-link\" aria-label=\"Jump to footnote reference 1\">\u21a9\ufe0e<\/a><\/li><li id=\"c1dfc0e8-c678-45ae-a23e-f74289172cea\"> Key players in international mobility are continuing to show great interest in Africa, given the significant market opportunities available. <a href=\"#c1dfc0e8-c678-45ae-a23e-f74289172cea-link\" aria-label=\"Jump to footnote reference 2\">\u21a9\ufe0e<\/a><\/li><li id=\"ef43e7ae-944c-464a-a090-84fdd038c920\">The transport value chain is a mechanism that enables producers, processors and traders to progressively add value to products and services at different times and places as they move from one link in the chain to another, until they reach the end consumer (national or global). <a href=\"#ef43e7ae-944c-464a-a090-84fdd038c920-link\" aria-label=\"Jump to footnote reference 3\">\u21a9\ufe0e<\/a><\/li><li id=\"283bf9d1-75d6-491a-b98e-953e7b4bb4c9\">This process must draw on a wide range of tools to ensure that everyone can effectively take part. Enhancing the capabilities of all city stakeholders, from residents to elected representatives and local professionals, is one of the keys to democratic urban governance. <a href=\"#283bf9d1-75d6-491a-b98e-953e7b4bb4c9-link\" aria-label=\"Jump to footnote reference 4\">\u21a9\ufe0e<\/a><\/li><li id=\"62792234-5140-449f-aad1-259df257fd1b\">Africa is the region most affected by road accidents, despite having the lowest motorization rate in the world. The mortality rate in sub-Saharan Africa is 27 per 100,000 inhabitants.
