To ensure a safe water supply, but also to dispose of this water once containing the waste and by-products of human activity, they have developed specific technical systems, reflecting unique societal relationships.

In the late 19th and early 20th centuries, the central sewage system gradually became the norm in the Western world for wastewater disposal. This system, which is mainly underground, has continued to evolve in accordance with regulations and demographic pressure. One of the most significant developments was the specific management of stormwater and the development of dedicated stormwater networks in the 1970s wherever possible (new cities, new districts, etc.). There were multiple objectives with regard to separating stormwater and wastewater, such as not overloading existing networks during intense rainfall events and thus avoiding flooding.

Today, urban development must adapt to global changes (climate change, biodiversity loss, etc.), and so must the sociotechnical systems that bind cities together and enable them to function. In this respect, the way in which we think about water in development and manage it is evolving. The desire to make the water cycle more natural in urban areas has become increasingly formalized over the last 20 years, particularly through alternative or decentralized stormwater management solutions.

What is the goal of these alternative techniques?

Swales, rain gardens, percolation trenches and permeable ground surfaces (increasingly found in parking lots) (see photo) seek to remedy certain urban issues, including soil sealing. They are designed to absorb a certain volume of rainwater, to retain (i.e. regulate) flows during heavy rainfall events – and/or to purify water, as water runoff carries a number of pollutants that must be treated. First and foremost, these solutions help relieve networks that may be saturated by heavy rainfall events, which, according to forecasts, are set to intensify and multiply due to climate change. They can also fulfill other functions: environmental, social or urban. These alternative techniques encourage the development of nature in the city, since they often use plant species. They are commonly referred to as “nature-based solutions” (using nature to solve certain issues caused by the Anthropocene). They contribute to urban cooling and well-being by offering more immediate access to natural elements and creating urban landscapes with less concrete.

Rain garden in New York (Gobert, 2023). Rain gardens prevent stormwater from flowing into the City’s sewer system, helping to improve the health of local waterways.

How can we manage these “new” objects?

These alternative solutions are sociotechnical objects, embedded in social relationships and creating new links:

between designers and those responsible for implementation and maintenance,

between local authorities and residents/users of sites where these solutions are installed.

These alternative techniques call into question the administrative boundaries that sometimes exist within local authorities, separating the green spaces and water management departments. Decentralized solutions are at the intersection between several fields of engineering, as they are simultaneously green infrastructure (environmental engineering), gray infrastructure (civil engineering) and blue infrastructure (hydrology). However, these fields are often dealt with separately by local authorities.

Several studies have shown that alternative techniques force local authorities in charge of their management, and their agents in particular, to find arrangements for maintenance, often on a case-by-case basis (Cossais et al., 2018 ; Dhakal et Chevalier, 2017). It is rare for local authorities to change how their urban water and network management departments are organized in order to better address the specific requirements linked to managing these alternative techniques in their local area.

The difficulty is partly due to the fact that these solutions take many different forms and operate in many different ways. “Unlike technical objects linked to the traditional network, alternative solutions do not respond to a set of relatively universal standards, but rather require a technical and organizational configuration specific to each territory.”(Deroubaix 2020, p. 75) Managing alternative techniques, i.e. including them in maintenance plans and budgeting the necessary work, is still the subject of intense negotiation on a case-by-case basis, according to the context and the “power” of departments to avoid being designated as responsible.

The example of a plant filter project in the Bois de Boulogne

As part of the Life Adsorb research project1, we studied the installation of a filtration system for water from the Paris ring road (plant filter) (see photo) before it is discharged into the hydraulic system in the Bois de Bologne. Because the project was not co-designed with the players who would be responsible for operation and maintenance, doubts persisted for a long time as to who was in charge of what. Agents from the Bois de Boulogne division (responsible for the general maintenance of this large green space) were unwilling to take on the management of such a system, which produced treated water they considered dirty. As for the agents in charge of monitoring network facilities within the water and wastewater technical department, they were reluctant to deal with an atypical facility, covered in reeds and comprising several layers of filtration.

The challenge during the experiment was to define the perimeters of action of the different departments, and to determine who would be responsible for servicing and preventive maintenance. At the end of the project, certain aspects were still unclear for operational staff: how should they manage cuttings from the reeds? Should they be considered waste? For example, the swales often found in new districts are intended to rebuild people’s ties to water in the environment. However, their functioning can lead to misinterpretation and unplanned uses (trash build-up, recreational activities, gardening, etc.), which reduce their capacity for storage, purification or other purposes. Local authorities, as well as landlords and developers, are in a prime position to explain these new objects to residents and users of the city. But this is not always done, nor always feasible.

In some contexts, these solutions can be “hidden”, to integrate into with the landscape. This was the case in the Life Adsorb project, where the challenge was to blend the filter bed into the Bois de Boulogne so as not to clash with the existing vegetation.

Swales shortly after delivery of the first housing units in an urban development zone in the Paris region (Gobert, 2022).

In conclusion, these decentralized structures and alternative stormwater management solutions are creating new challenges for actors in the water and urban sectors.
